Financial Counselling is a free service offering confidential and non-judgmental support. Support is available for issues including:

  • Budgetting and money management;
  • Debt management / debt harassment / collection agents;
  • Credit card and personal loan issues;
  • Home loan arrears / home repossession;
  • Issues with government agencies, e.g. Centrelink
  • Civil debt legal actions;
  • Accessing superannuation on hardship;
  • Uninsured car accidents;
  • Driving / traffic fines;
  • Bankruptcy.

We also provide TAX HELP for personal tax returns. This free service is offered from July to October for eligible clients.

Emergency Relief is a free service for eligible clients. If you, or someone you know, are experiencing financial difficulties CCA may be able to help.

CCA offers practical assistance and support through the provision of electricity and Telstra vouchers, and food parcels.

No appointment is needed for food parcel requests.

We can provide information and/or referrals to appropriate support services.

CCA No Interest Loan Scheme (NILS) – Interest free loans for eligible low income applicants

NILS is a community-based program offering loans for the purchase of essential goods and services. It provides individuals and families on low incomes with access to safe, fair and affordable credit.

NILS Loans offer:

  • No fees or charges.
  • No interest.
  • Up to $1,500 (depending on cost of item/service) subject to approval.
  • Fortnightly repayments in affordable amounts over 12 to 18 months.

Essential goods and services may include:

  • White goods such as fridges and washing machines;
  • Furniture;
  • Medical and dental services;
  • Course fees;
  • Educational essentials such as computers, uniforms and text books;
  • Car repairs, tyres and registration.

Loan repayments, starting from as low as $20 per fortnight, can be deducted directly from your Centrelink benefit for a 12-18 month period.

To be eligible for NILS you must:

  1. Have a Health Care Card/Pension Card or earn less than $45,000 a year after tax ($60,000 for joint applicants or people with children)
  2. Reside in your current premises for more than 3 months
  3. Show a willingness and capacity to repay.

Loans cannot be used for cash, bond, rent arrears, debt consolidation, holidays or bills.

Our NILS program is delivered in partnership with Good Shepherd Microfinance, National Australia Bank and the Department of Social Services.

 The NILS Process

1. Appointment – contact CCA on 9858 3222 to make an appointment for a loan interview.

2. Documentation – gather all the documentation below to bring to the appointment.

  • Centrelink Card (e.g. Health Care Card, Pensioner Concession Card, Low Income Card, Newstart Card) or Department of Veterans’ Affairs Card.
  • Proof of Identity – must have at least one photo ID (e.g. Driver’s Licence, Passport etc).
  • Your latest Centrelink Income Statement / Deduction Statement. If you have Centrelink Deductions, please also bring details of what the deductions relate to and the amounts currently owing.
  • Your most recent three pay slips if you are working.
  • Your most recent ATO assessment notice if you are self-employed.
  • Proof of Residency – lease or rental agreement if you are renting, or if your home is owned – the most recent council rates notice, plus latest Strata Levy Notice if own home is a strata property.
  • Bank Statements or Bank Transaction List for the past 3 months.
  • Other Credit Commitments (e.g. all loans, credit cards, leases, rent-to-buy, pay-day loans, etc.) – details/statements, including amounts currently owing, repayment arrangements and current arrears.
  • Regular Bills (e.g. Electricity, Gas, Water, Home/Mobile Phone, Internet, etc.) – most recent bills.
  • Regular Household Expenses – estimates of spending on food, car running costs, public transport, personal expenses (haircuts, clothing, entertainment etc.), child care/support, health, education etc.

3. Quote – provide details for the item that you want to purchase with the loan, including the price and who you will buy from. Please shop around to get at least 2 quotes which will help you get the best price.

4. Appointment – your appointment is nothing to be nervous about. Think of it more like a friendly chat. A meeting to discuss a loan application usually takes around 45 minutes. Aim to arrive at least 5-10 minutes early. If you are running late or cannot make it, please contact us on 9858 3222 as soon as you can, so that we are able to reschedule.

5. Outcome – once you have attended your appointment and submitted an application, you will be contacted about the outcome of your application. If your application is successful, the payment for the items (or services) for you will be made.
